As well as the draft policy recognising the "potential" for using social networking tools to communicate and engage with the public, the council said it would also highlight the importance of regulating the use of such sites to ensure it did not adversely affect its reputation.

I can just see the next headline: "Local Council regulates Twitter ------> Twitter dies."

Susie Squire, political director at the Taxpayers Alliance (a Conservative front organisation) has had an amusing sense of humour failure:

"This is incredible childish, inappropriate behaviour and I think taxpayers will be extremely worried that these people who are paid out of the public purse are not paying attention to a serious debate – they can't be if they are distracting themselves by sending ridiculous messages.

"It's absolutely staggering that they should be behaving like a bunch of teenagers. I think it's disgraceful."

Another Twittering Councillor scandal rocks the corridors of power in Brighton and Hove:

Councillors have been using Twitter to lambast opponents while they are sitting opposite them in the council chamber.

Rivals have been using the social networking website via their mobile phones to criticise each other even as they take part in debates.

Tech-savvy members of Brighton and Hove City Council have been increasingly using the micro-blogging site in recent months, leading to the latest developments.

During the latest spate of "tweets" in the council's annual budget-setting meeting last Thursday, the council leader Mary Mears' speech was branded "dire" while she was still speaking.

In one post Green councillor Jason Kitcat, whose comments are followed by more than 370 people, said: "And we're off. Cllr Mears is presenting her dire Tory budget at Brighton and Hove City Council's budget setting meeting."

Moments later Labour councillor Warren Morgan added his version of events to his 250 Twitter followers. He said: "Tory council leader embarks on budget speech, a party political broadcast for which she has unlimited time..."

The pair continued to make comments online throughout the four hour meeting, with Coun Kitcat at one stage even responding to a message by Coun Morgan to debate a point.

Their fellow councillors Ben Duncan, Vicky Wakefield-Jarrett and Alex Phillips have all also used Twitter via their mobiles at recent meetings.

Councillor Mears said she considered it rude for members to be "tweeting" while others were speaking at the council but said she would not be seeking a ban.

A “Tweeting policy” is set to be drawn up after councillors continued to use social networking sites during meetings.

The controversy over tech-savvy members of Brighton and Hove City Council using Twitter erupted last month.

After a few opposition councillors continued to post messages on the micro-blogging site, council leader Mary Mears blasted the behaviour stating it went against the local authority’s constitution.

But the tweet-happy members defended their actions stating it was an effective way of increasing resident participation in council business.

Councillor Mears, who raised the issue during the meeting, said: “In council rules it clearly states no mobile phones are allowed to be used in the chamber.

“Instead of people taking part in the debate they are engaged in some other form of business by sending these tweets. I find it extremely rude.”
